Inclusive Hiring: Embracing Diverse Abilities

Jan Withers understands firsthand the challenges faced by people with disabilities. As the Director of North Carolina’s Division of Services for the Deaf and Hard of Hearing, and as a deaf individual herself, she has navigated a path of perseverance and advocacy throughout her career.

When Withers embarked on her professional journey with the State in the 1990s, finding her career path required immense determination and the guidance of others. Although North Carolina has made significant progress in increasing accessibility and becoming an Employment First state, Withers remains dedicated to passing on the guidance she received. She aims to ensure that people with disabilities recognize their crucial role and potential in contributing valuable perspectives to State government roles.

“The old adage ‘knowledge is power’ is very much applicable,” Withers remarked. “Perhaps the most important ‘accommodation’ is the mindset of [what is] possible, and trusting people with disabilities to know best what works and take the lead.”

Kathie Trotter, Director of Vocational Rehabilitation Services (DVRS), shares a similar commitment to facilitating career opportunities for individuals with disabilities. Her role involves connecting job seekers with the tools and resources necessary for success in State jobs. A significant part of her work focuses on shifting perceptions and raising awareness among hiring managers about the value of embracing diverse abilities.

“The large majority of people we work with have disabilities that need no physical accommodation,” Trotter explained. “They just need somebody who doesn’t prejudge and say, ‘A person with a disability can’t do my job.'”

As an Employment First state, North Carolina has made strides in fostering more inclusive and reflective workplaces. Job seekers with disabilities are encouraged to attend the State of North Carolina Career Expo on October 4 at the McKimmon Center. This free event offers job seekers the opportunity to connect with recruiters from statewide agencies and educational institutions, providing insights into career opportunities and resources that can aid in their professional success.

Opening the Door to Greater Diversity

In March 2019, Governor Cooper signed Executive Order 92, reinforcing North Carolina’s commitment to Employment First principles. This national movement advocates for the employment rights of individuals with disabilities and highlights the achievements of those who excel in their roles despite facing physical or mental challenges.

The Office of State Human Resources (OSHR) has been tasked with ensuring equal employment opportunities within the state government. OSHR offers policies and training to support agencies in recruiting, hiring, and retaining qualified individuals with disabilities. Additionally, DVRS provides specialized staff, including engineers and assistive technology experts, to assist hiring managers in expanding job opportunities.

“Now more than ever, there’s so much support for difference, which is exciting. It brings so much creativity, acceptance, and belonging to the table,” Trotter said.

“We work with everyone, regardless of their disability,” Trotter continued. Instead of focusing on limitations, DVRS emphasizes potential. They engage with candidates to explore their skills, interests, and how accommodations can be made to support their job performance.

Training and Tools for Multi-Level Success

Creating an inclusive and positive workplace within the state government involves comprehensive training. DVRS offers Tilting at Windmills disability awareness classes, which help state agencies understand access barriers and hear directly from individuals with disabilities. These sessions aim to dismantle employment barriers through open dialogue.

When assistive technology or tools are required, state agencies are prepared to accommodate. OSHR has enhanced state application software to be more accessible to visually impaired individuals and provides resources for agency recruiters to identify qualified candidates needing accommodations. Tools such as screen readers, speech interpreters, and support for aides and service animals are readily available to minimize limitations. In recognition of the unique abilities of state employees with autism spectrum disorder (ASD), OSHR administers the NC Career Advancement Resources for State Employees on the Spectrum Program (NCCARES), offering up to five hours of career coaching for those seeking promotions or job changes.

State government positions, internships, and apprenticeships are accessible to individuals aged 14 and older, encompassing a range of disabilities including mental health issues, intellectual and developmental disabilities, physical impairments, and neurological challenges like autism.

Trotter advises those with disabilities interested in state employment to contact DVRS for personalized support. Assistance may include:

  • Funding for college or training
  • Provision of assistive technology
  • Medical assistance
  • Help with state application processes
  • Interview preparation, including clothing needs

Withers encourages individuals with disabilities to approach their career journey with confidence. “As a person with a disability, be comfortable with who you are and confident in yourself; your disability is your superpower!” Withers affirmed. “The unique perspectives and skills you bring as a person with a disability are great assets in the workplace.”

Trotter echoed this sentiment, emphasizing the importance of diversity within state government. “We want that diversity and that skill and talent in state government,” she said. “It’s vital we have that type of diversity because the people we serve are just as diverse. They need to see themselves when they come to us and when we go to them.”
